I sure do have some additional recommendations.
Firstly, we haven't discussed this yet, is that your system should be fitted with the maximum allowable RAM: 2 x 16GB of DDR4 PC4-19200, 2400 MHz, Non-ECC, Unbuffered, DIMM (UDIMM), dual-rank (2Rx8), 288-pin RAM sticks, such as this quality/very affordable RAM kit: Timetec 32GB KIT(2x16GB) DDR4 2400MHz PC4-19200 Non-ECC Unbuffered 1.2V CL17 2Rx8 Dual Rank 288 Pin ....
Assuming that you got 2 x 8GB RAM installed, this RAM upgrade alone would probably resolve your glitchings and lags.
Secondly, I assume you installed an i7-7700: if so, consider upgrading to an i7-7700K. This processor can be purchased online for around $100, such as via an eBay Seller: I7-7700k for sale | eBay. Every bit helps, and this processor will give you an additional 10% processing power over an i7-7700.
Thirdly (you can do this right now), follow this very helpful Windows optimization video: 🔧 How to Optimize Windows 10 For GAMING & Performance in 2019 The Ultimate Updated GUIDE (youtube.c.... Mind you, at timestamp 17:22 it should be eight f's (ffffffff), not seven f's.

I do have the i7-7700k already and 32 gb of ddr4 ram, not sure how close it is to your recommendation but this is the part no. CT16G4DFD832A.C16FP. I did these up grades a year or two ago.. I'll watch the video and see if some tweaks will help there. Thank you.!

The 2 x 16GB Crucial RAM kit you referenced is certainly quality RAM, but it is unclear to me if it is just single-rank or dual-rank RAM like the Timetec RAM in my HP Z2 Tower G4 Workstation:
To that end, please check your RAM using this most helpful freeware utility program named CPU-Z, which you can download from here: https://download.cpuid.com/cpu-z/cpu-z_2.09-en.exe. If your RAM is running as single-rank, then dual-rank RAM may be an upgrade to consider.

I watched the video and did all the cleanups, registry edits, etc. and I'm happy to say I'm definitely noticing a difference. I ran the CPU-Z app and it looks like my ram is dual. So I have good ram, i7-7700k, upgraded NH-U9s Tower cooler, New Asus Geforce RTX 4060 Graphics Card, SSD Drive (C:). I guess the only upgrade from here would be a newer motherboard, right? if I ever decide I need it. Thanks for your extensive help. I really appreciate it.
