What is the best performing Graphics Card I can put in my desktop? System SKu: 4E7E3AV Baseboard: 894D

Your HP Elite Tower 880 G9 (4E7E3AV) appears to be fitted with a 260-watt power supply -please verify, and report back.
If you mean: "what is the best graphics card I could put in my desktop without changing my 260-watt power supply", the answer is either a low-profile, low-power RTX 3050 such as this Amazon purchase example, a low-profile RX 6400, like this purchase example, GTX 1650 or lower performance cards, such as an RX 550.
There are two power supply upgrades available for your PC: a 400-watt unit with p/n: N03175-001 "SKO-PSU 400W 3x12V EPA92", and a 550-watt power supply, with p/n: M86264-001 "SKO-PSU 550W ENT22 EPA92 5x12V".
With a 400-watt power supply you could power an RTX 4060, with a 550-watt power supply, you could power an RTX 3060 Ti, RTX 3070, RTX 4070, etc .
These upgraded power supplies are available ("In Stock") via HP, such as the 550-watt power supply:
Yes, relatively pricey, but for many of us this would be an acceptable (enthusiast) investment.

One of the smaller-sized RTX 4070 models should be able to be powered by the 550-watt power supply, such as this example: Amazon.com: ASUS Dual GeForce RTX™ 4070 EVO OC Edition 12GB GDDR6X is Designed for Broad Compatibili....
