Are you referring to the HP Compaq dc7900 Convertible Minitower (CMT)?
If so, that system’s 365-watt power supply should be more than sufficient for the Nvidia GeForce 310, which has a very low power draw (around a 31-watt TDP).
That said, the GeForce 310 is an extremely low-end and outdated GPU. In fact, your system’s integrated Intel graphics (especially if you're using a Core 2 Duo E8xxx or Quad Q9xxx CPU) may actually outperform the GeForce 310 in most cases.
Anyway, if the card isn't being detected:
• Try reseating it securely in the PCIe x16 slot.
• Make sure your monitor is plugged into the GPU and not the motherboard's video output.
• Check BIOS settings to see if there's an option to prioritize PCIe graphics over onboard.
• Test the card in another system if possible to rule out a dead GPU.
