I installed HDD fan to lower the internal temperature of my computer.
Previously, when the computer was shut down, the HDD fan was also cut off.
However, if the computer is shut down from a few days ago, the HDD fan continues to run, and the HDD fan can be stopped only by unplugging the power cord.
And when the computer is shut down, nvme also seems to have a little heat, so power seems to be continuously supplied.
The bios is up-to-date, and even trying to set the power setting in the bios in various ways does not solve it.
I need help from someone who has solved the same symptoms.

Something else is happening. It is not just the fan. Your system is not shutting down something is stopping it.
It is possible the "rapid start" is causing a problem. When shutting down, if rapid start is enabled then Window 10 will save startup info in a special place where it can be reloaded fast. Possibly there is no room left in the "special place" . There are reports of fans continuing to spin after "shut down"

The event log may also give an indication of the problem. Sometimes an app or driver "vetos" and exit request and the system never really shuts down. Bring up your event log. If you have not looked at it in some time you should clear all the logs (dont bother to save) and shut down the computer. Then only the most recent shutdown events are written to the log.
Look for something unusual in System and Applications.
