I've tried:

Cmos battery reset

Removing peices of my Desktop to see if one spesfic component was the problem

updating graphics/bios

unplugging and plugging in the desktop

switching display to motherboard/GPU

using a different I7-4790 to see if the cpu is dead(it isn't)

the computer when the I7-4790 is inserted displays no output onto the monitor and receives power along with the cpu receiving some power as well because it gets hot when it's connected along eventually as the desktop is on with this cpu it does nothing except have it's fans spin at Max speed.

I tried everything except sending it directly to a repairman any help would be greatly appreciated

Do you have a HP ProDesk 600 G1 Tower PC?

Check this HP document.

Processor support does not list a 4790.

Greetings @greenboiu64

Welcome to the HP Forum.

I'm not sure if I am understanding what is happening.

The MB will not POST when you install a 4790.

Does the PC POST and load Windows when you install the second, different, 4790?

No display or output to the monitor it's completely black despite the desktop visibly getting power it stays like this unless I swap the i7-4790 for the original i5-4570 cpu

(forgot to mention that yes it will not post for both 4790's)

Oh, the 4790 does not work but when you install the factory 4570 the PC will POST.

I can't find any HP Support information on your MB.

So I can't say if the your PC's MB does not support the 4790 or you have a bad 4790.

Maybe a different Forum member can clear this up.

Wait, you have two 4790s. The MB will not POST using either 4790.

Then you have two bad 4790s or the MB does not support the 4790.

I got the MB SSID (18E7).

I can't find any MB specs for this HP MB to see if it will support a 4790.

That's exactly correct I didn't know it wasn't able to be used with this pc model because the website I was using to buy parts to upgrade hardware corner listed the I7-4790 as compatible

My pleasure.

Well, it is sometimes possible to install unsupported processors in HP MBs

Is your PC running the latest BIOS available from HP? HP could update processor support via a BIOS update.

You would have to try the two 4790s in a different, compatible and known good, MB to see if you have a multiple CPU problem.
