Your HP 290 G1 MT Business PC as per: http://h10032.www1.hp.com/ctg/Manual/c05538953.pdf, requires the DDR4 PC4-19200, 2400 MHz, Non-ECC, UDIMM, 288-pin RAM.
Getting a compatible 16GB RAM stick in or to South Africa is definitely not as easy as say in the US or the EU.
Anyway, I would consider buying a 16GB DDR4 RAM stick through eBay from Great Britain, such as this example: Memory RAM Upgrade for HP Pavilion Desktop 570-202nx 8GB/16GB DDR4 DIMM | eBay.
