I was handed down a free PC tower with 9400f, 8gb ram, 400w PSU, and the rest of the original hardware except the 1660 graphics card. That was pulled for a new build. What's the cheapest card that I can put in it? Looking at RX 550. Will be used for office work.

It has 400W PSU and NVIDIA® GeForce® GTX 1660 Ti Graphics (6 GB GDDR6 dedicated). Now the sot is empty, you can use same wattage rating to it.
From AMD, the RX 500 also requires 400W
https://www.amd.com/en/products/graphics/radeon-rx-550
therefore this should be a perfect match.
