I upgrade my HP 8300 (i7-3770 processor, HP 3396 motherboard) from Win7 to Win10. external HDs on rear USB 3.0 port only run at 2.0 speed. (~25-30MB/s). I'm guessing it's a driver issue. Tried "Update Driver" from Win10 Device Mgr but it says the "best drivers... are already installed". Suggestions for getting my USB speed back up to 3.0 on this machine?

If your external HDs are 3.5in 7200 rpm drives the best thruput is about 150Megabytes/sec. If 5400 rpm and 2.5in drive then 25-30 MB/s may be considered fair speed. If your systems are RAID then no telling what can happen.
To test for true USB3 use a quality USB3 flash. They are not cheap and be sure to check reviews before buying and verify the review is actually for the model being sold. . Connect the flash drive directly to the system and not through a hub. If the USB3 port is part of a "pair" then remove any devices in the other socket.

Thanks for the input! The drives in question usually run somewhere between 100-140 MB/s depending on which of my many PCs they are connected to. They used to consistently run at ~100MB/s on this 8300 when it was running Win 7 pro but now run in the 25-30MB/s range. I might have misspoke a bit in my original post; I probably shouldn't have used the work "upgrade" since I installed Win10 Pro onto the 8300 from scratch using a brand new SSD. So it's a clean install completely independent of the previous Win 7 Pro OS.
