HP 970 Programmable Wireless Keyboard - How do you program it?

There is a lot of info on the physical keyboard but how is it programmed?

Here is the Datasheet for the keyboard.  If you look at the section titled "Customize for Control" it says that you need HPAC: "Enabled by HP Accessory Center (HPAC) Software. HP Accessory Center (HPAC) software available for free download in Microsoft Store or Apple Store".
