Hi:
Below is the link to the HP quickspecs for the 8000 Elite model series.
https://www.bargainhardware.co.uk/content/specifications/Elite8000_datasheet.PDF
The Q9650 is only supported in the SFF and CMT form factors.
The best processor you can upgrade to in the USDT would be the Q9550s.
See page 8.

Hi:
Unfortunately, I wouldn't know why the processor isn't working since it is listed in the specs as supported.
The latest BIOS is v1.14.
Did you run the microcode update?
https://ftp.hp.com/pub/softpaq/sp51001-51500/sp51181.exe
If you need help with that process, let me know. It is a bit complicated in that you need a bootable USB flash drive, the microcode update DOS files and a set of DOS system files so you can enter the command to update the microcode.
I also believe that you need to build the bootable flash drive in an older version of Windows such as XP or W7.

You would know if you've done it before. 😊
I've only made the bootable microcode USB flash drive using the method I have given to many other forum members.
I have never tried it on W10 though, and I am not sure it works on W10. It does on W7 and XP though.
Here are the steps I know...any other way to do it, I don't know.
I zipped up and attached the utility to make a bootable flash drive below, the DOS command files you need, as well as the 8000 Elite microcode update files.
You make the bootable flash drive first by running sp27608.
After the utility has formatted the drive and made it bootable, copy the DOS files to it, then copy the Microcode update files to it.
Copy just the files in the folders, not the folders.
Put the flash drive in the PC, turn it on, and the PC should boot to the USB flash drive.
At the command prompt, type Flashbin.exe and hit the enter key.
Follow the on screen instructions to update the microcode.
