I am not able to figure out what's causing the processor fan to make loud noise. it's always spinning fast.
What i did : cleaned whole PC, reseating components such as ram, installed other OS such ubuntu Still, Oiled the fan, Still no Luck:(
if anybody knows about this issue please share with me.

Welcome to our HP User Forum!
My first suspicion is that a loud (original stock) CPU heatsink fan may indicate that it is about to fail. A heatsink cooling fan replacement is inexpensive (such as here: HP Elite 8300 8200 Pro 6200 6300 Cooling Fan Foxconn PVA092G12H 92x25mm 4wire 813032021123 | eBay) and easy to swap DIY.
However, please humor me and check the BIOS ('thermal') setting for your fan speed. Is it set all the way the left (lowest=default)? If not, change to default setting. How to check: HP Desktop PC - Setting the Minimum Fan Speed in BIOS | HP® Customer Support.
Hope this helps,
Kind Regards,
