Hi everyone. I have a graphic card question. I have a HP Compaq 8300 elite SFF and I want to upgrade the graphics card. Currently my specs are i5 3470, 200 gb SSD. 18 GB RAM, and the current card is a gtx Nvidia 1030. I just want to know the highest, fastest or which one would you recommend. I have a budget of 100 or less.

Well, there are two restrictions here: firstly, your 240-watt power supply (p/n: 611481-001 or 613762-001 -please verify), and your budget.
Please be advised that $100 is not going to get you much of anything.
There are two meaningful options for you: either a low-profile GTX 1650 or a low-profile RX 6400. Of the two, a quick eBay/Amazon/etc. search suggests only the latter approaching ($148) anything near your limit: Amazon.com: XFX Speedster SWFT105 Radeon RX 6400 Gaming Graphics Card with 4GB GDDR6, AMD RDNA 2 RX-...).
Don't get suckered into buying an RX 550, for example, as this would only give you a few better graphics percentage points compared with a GTX 1030. If you can't afford $148, wait until you can.

As long as your desktop got the 240-watt power supply unit I asked you to verify, yes -as shown here by this User: HP Compaq Elite 8300 SFF Performance Results - UserBenchmark.
The difference in graphics performance between a GTX 1030 and an RX 6400 is quite significant: UserBenchmark: AMD RX 6400 vs Nvidia GT 1030.
