Solving this problem is fairly complex. I can't say if I can assist.
The BIOS update error is happening because the 100 MB EFI system partition (hidden in File Explorer but viewable in Disk Management) is lacking enough space to do the BIOS update. HP places the BIOS: .bin and .sig files in this hidden partition to do the BIOS update.
So, one way to fix this would be to use fully functional disk partitioning software to reduce the size of the adjacent Windows partition to create unallocated space on the system disk. Now merge this free space to expand the EFI system partition.
This is not an easy task and, if done incorrectly, this operation could break the Windows boot manager.
The second way to attempt a fix, which requires proficient command line skills when using PowerShell, is to free up space in the EFI system partition (remove unneeded files). Again, this is not an easy task and may break Windows.
The above methods to solve your problem might require a local PC Tech.
One thing you could try is to make a HP USB BIOS recovery stick. You need to download the correct BIOS update for your specific HP PC. GT13-1000a (207P6AV) is a generic product number.
Run the BIOS update. Then select the USB recovery drive option. You would need a blank USB stick to do this.
Doing the update this way, if it works, should bypass the EFI system partition roadblock.
Insert the USB stick in your PC when the PC is off.
Press and hold down the "Windows Key" and the "B" key at the same time. Now simultaneously press and hold the power button for 2 to 3 seconds. Then only release on the power button.
The BIOS recovery should start.

I have tried a few free disk partitioning softwares (EaseUS, AOMEI) but none of thes can expand the EFI partition, even if I reduce the logical system partition. They both require the paid version to do that job. Hence, I'll go for the recovery stick as a first try. Its quite wierd that the HP BIOS update sw cannot solve the problem, as it is former updates that has caused the partition space to be used.

Some folks in this Forum have had problems getting the HP BIOS recovery stick to work.
I created a HP BIOS recovery stick on my custom built PC (Asus MB).
Then booted to the boot menu. The USB stick appeared as a bootable device in he boot menu. I did not try to boot to the HP BIOS recovery stick.
But it looks like it is possible to run the HP BIOS update routine using the HP BIOS recovery stick.
