Currently have Intel i5-12600 with stock cooler. Will the stock cooler provide adequate cooling to an i7-14700 and/or i9-14900 upgrade?

According to HP's specs, your HP Elite Small Form Factor 800 G9 is compatible with the following processors, which suggests that you won't have to swap your CPU cooler/heatsink:

As you can see, even though the i9-14900 is not listed here, HP does sell the HP Elite SFF 800 G9 Desktop PC with an i9-14900 -see here: HP PartSurfer, and with the stock 65-watt heatsink/cooler combo with p/n: N05304-001 "SPS-HEATSINK 65W SFF G9".  Perhaps the thinking is that since the i9-14900's base power TDP is also listed at 65-watt, the HP engineers assumed that this CPU cooler would suffice.  What perhaps (?) was overlooked, is that this processor -as well as other12th, 13th and 14th gen processors, sports a much higher "Maximum Turbo Power", in this case an eye-watering 219-watt...

 

Don't know what to tell you -other than if this was my desktop, I would definitely upgrade my CPU cooler if I was you.
