Microsoft Windows 10 (64-bit)

I have an HP Compaq Elite 8300 Convertible Microtower.

When I plug in a GPU and start the computer, the fans starts spinning for a few seconds then it turns off and then it turns on as normal. The GPU I'm trying to plug in is AMD FirePro v4900. Is this a motherboard issue? Maybe power supply?

An HP Compaq Elite 8300 CMT is fitted with a 320-watt power supply, which is sufficient to power an AMD FirePro c4900, and this card should also run just fine, as this HP Compaq Elite 8300 User shows.

 

In my experience, the most likely reason why your card is malfunctioning is because the card is defective.  You could test this assumption by installing this card in another PC and see what happens.

I've tried multiple cards and it does the same thing unfortunately. I iust hope it's not the motherboard... Any thoughts?

Have you checked your BIOS settings, making sure all (PCIe) slots are enabled? And yes, given your additional feedback, it could be that your motherboard has issues.  Please inspect your PCIe x16 slot very carefully, clean with compressed ("canned") air, and see if there are any bent contact pins and such.

My two HP 8200 Elite CMT's did that with every different model newer graphics card I installed.

 

GT 730, GT 1030, Radeon R7-450.

 

I think that's just the way it works.

 

After installing the card, and after going through that odd ritual, the PC's work normally and have never had an issue.

 

When it happened the first time, I was very concerned, but when the PC turned on several seconds later and worked fine after that, I wasn't bothered by that behavior anymore and accepted as an eccentricity of the model.

After taking advice from Discord, I decided to reset the cmos, which seems to have worsened the problem... now there's a loud beep on boot.
