unit has 16gb Ram when i try to install another 16gb won't boot and beep at startup all the same memory

Do you mean you got a single 16GB RAM stick and want to increase this to two 16GB RAM sticks?

 

As far as I know, a single 16GB DDR3 RAM stick might work in an HP Compaq Elite 8300 SFF, but it's not guaranteed for optimal performance. Your system officially supports up to 32GB (4x8GB) in dual-channel mode but using a single 16GB stick probably runs in single-channel mode or require specific timings/ranks (like 2Rx8) to match existing RAM for stability and best speed. 

 

Two 16GB RAM sticks (for a total of 32GB) will likely not work in an HP Compaq Elite 8300 SFF because of microcode limitations and such.

 

Or maybe you mean you got 2x8GB RAM and want to install an additional 2x8GB RAM, but this does not work? An HP Compaq Elite 8300 SFF is compatible with up to 4x8GB of DDR3 1600 MHz UDIMM RAM sticks.

 

I would check each individual RAM stick to make sure each RAM stick and each RAM slot actually works.  Also, keep in mind that HP computers are sometimes finnicky if you mix different RAM brands/makes.

the unit has 2x8gb now was adding 2 more 8gb sticks for the total of 32gb, but seems to me that dimm3 and dimm4 don't work at all

OK, if you determined that DIMM slots 3 & 4 are defective -meaning, even your old 8GB RAM sticks don't work in them, I would recommend replacing your motherboard if you really want to run with 4x8GB RAM.  You can purchase a working HP Compaq Elite 8300 SFF motherboard (p/n: 657094-001) for less than $17, such as this eBay purchase option: HP Compaq 8300 Socket DDR3 LGA1155 Motherboard 656933-001 657094-001 | eBay.

I don't 100% they are bad BUT yes when i move the other memory to those either of those slot no boot i can't find a setting anywhere to maybe turn them on? is that possible
