The very best processor compatible with your HP EliteDesk 800 G1 SFF is the so-called "Devil's Canyon": an i7-4790K.
You can see that here for yourself.
The i7-4790K has an 88-watt TDP (just 4-watt more than the three runner ups): an i7-4790, i7-4771, and the i7-4770K:
