Sorry, but I don't understand your suggestions.
New MB are not cheap at least in my opinion. How do we know that this will solve my problem?
What is the meaning of the advice for a new Windows 11 Pro license activation code for @ $20.00? How is it related to my problem?

Just an update:
The temporary (I hope) solution for the moment is getting PWM signal for the GPU fan from the CPU fan PWM wire (soldered a wire between the terminals on both fans). The other wires of the GPU fan are still connected to it's port (GND, 12V, Tach).
Now I am able to close the cover. Both fans are working synchronously which for my use of PC is sufficient, but still I would prefer to use the right PWM signal.
