I am trying to see what I need to upgrade my GPU from a 1660 Super to something better like a 3060. I see that my current Power Supply only outputs 400W. I've tried googling a replacement, but it seems like this PS has a specific connector and there aren't many options. Is there anything I can do to upgrade this PS to a 600W or 800W?

A 600 or 800 watt supply will require an atx case and an atx power supply
The 8gb 3060 as described over at tech power up requires a 12 pin power connector.
The best I could find by looking here is a 500 watt.L05757-800. I looked over at eBay for the 500 and your 400 and the seemed to be the same size and possibly will fit.

I recommend an upgrade to a gaming system like an Omen instead of swapping out the power supply and the graphics and putting more heat into a case designed for a cooler running system.
@NonSequitur777 can recommend adapters and possibly a case upgrade to "atx" and it is possible to add on a power supply but the cables will run out of the case

As my esteemed fellow Forum Contributor @BeemerBiker mentioned, the 500-watt L05757-800 power supply would be a fit* for your HP ENVY Desktop - TE01-1177c (9ED93AA). Currently, according to: HP PartSurfer, your desktop is fitted with a 400-watt power supply with p/n: L69242-800 which is equipped with one 6+2-PCIe power cable -please verify.
Now, if your RTX 3060 upgrade is an HP- or Dell-branded Nvidia GeForce RTX 3060 12GB GDDR6, you will not have to change your 400-watt power supply, as mine is running A-OK with an identical 400-watt power supply (p/n: 942332-001) in a heavily upgraded HP ProDesk 600 G4 MT as seen here: https://h30434.www3.hp.com/t5/Desktop-Hardware-and-Upgrade-Questions/Upgrading-to-an-HP-ProDesk-600-....
However, please note that non-HP or non-Dell branded RTX 3060 graphics cards require a 500-watt power supply, and may require -as @BeemerBiker aptly mentioned, a 12-pin power supply connection.
This would be something to avoid, IMO, even though you could make it work with the aforementioned compatible 500-watt power supply, but it requires the following (additional) power adapter cables:
