I bought a Envy TE02-1000 desktop from HP online store, which will be delivered to me in March. The specification page for the motherboard (ArcticU) shows that it only supports Intel 13th Gen processors. However, I found several configurations of this machine with 14th Gen Intel processors on Amazon, even though all the configurations on HP's online store are 13th Gen.
Will HP issue a BIOS update to support the 14th Gen? I'm confused by the discrepancy here.

HP's ArcticU motherboard (SSID: 8A97) has the Intel Z790H chipset, which is compatible with 14th gen processors.
It will likely take an HP BIOS update/upgrade to make this happen, just like this (very) recent User 14th gen processor issue with an Asus Rog Strix Z790H motherboard discussion would suggest: Rog Strix Z790-H and Intel i7 14th gen not posting? : r/pchelp (reddit.com).

Welcome to our HP Community Forum!
That is a really good question. So far, I have only seen HP Envy TE02-1xxx desktops fitted with 13th gen processors, including the i9-13900K, such as here: UserBenchmark: HP ENVY Desktop TE02-1xxx Compatible Components.
It stands to reason that when HP claims 14th gen compatibility, they will follow through.

Thank you for your reply. Also, the motherboard spec page shows i9-13900K as one of the supported CPUs. Does it support i9-13900KF? I plan to update the CPU myself.

Yes, the HP Envy TE02-1xxx does support the i9-13900KF, as long as you got a discrete i.e. dedicated graphics card installed in your desktop, as this processor doesn't include integrated graphics.
