I currently have a WD Black for Omen NVMe SSD 256gb M.2

Comparing :

970 evo plus NVMe PCIe M.2 1tb

versus 

980 PRO w/ Heatsink PCIe®4.0 NVMe™ SSD 1TB

Sorry if this is easy stuff I’m not a professional.  Does the M.2 mean that I need to choose the former for Form Factor reasons?

looking for fit and speed.

So, your choice is between these two NVMe M.2 SSDs:

The main difference between the two is that the 970 EVO Plus has a theoretical 3,500 Mb per second data transfer rate (DTR), whereas the Samsung 980 Pro has a whopping theoretical 7,100 Mb per second DTR.

 

According to your OMEN 25L Desktop - GT12-0240m CTO specs (HP Desktop PCs - Dorado motherboard specifications | HP® Customer Support), your desktop has an M.2 socket 3, key M (for SSD card PCIe x4 Gen 3) slot, which can, theoretically, handle up to 31.5 Gb/s of data transfer.

 

How do these NVMe M.2 SSDs compare score-wise?

If the approximate $65 price difference doesn't matter to you, in my opinion, I would go for the Samsung 980 Pro. You probably won't reach 7,100 Mb/sec data transfer speed, but it likely will perform better than the Samsung 970 Evo Plus -even though the latter is already blazingly fast.

And lest I forget: the Samsung 980 Pro with Heatsink would fit just fine: you got plenty of space in your chassis to go "up":
