the HP Pavilion 590-p0050 has a 310w ps but i dont know if can support the GTX 1650 OC 4G, the graphics card only need the PCI-E x16 Slots

The GTX1650 runs peak at 81.37W. That exceeds the power supplied by the 75W PCIEx16 slot.
Proof is stated here. That is why you need a 400W PSU, and the exact model replacement was offered. These motherboards require a proprietary power supply (PSU). It might have the 6 pin PCIE power plug?
Similar model 795 series with a GTX 1050 card (also a 75W card) specify the 400W PSU. 😊
