Contact HP Support if you are in warranty and: you don't have the BitLocker recovery key and you cannot reinstall the factory image (HP Cloud Recovery).
Remove the possible PC serial number from your post. Replace this with a specific HP Product number.
You may have to do a HP Cloud Recovery. You will lose all data stored on the system drive.
You may have a data access problem if you did not previously backup data to external media and Windows is looking for a BitLocker Recovery key.
Check your Microsoft Account for possible recovery key retrieval.
No recovery key means no access to Windows and no access to the data stored on the system drive.
You may also have a hardware problem if the PC shut down for some unknown reason. This (hardware issue) should be confirmed if you cannot do a HP Cloud Recovery.
Regards
