I have a HP ProDesk 400 Mini G6 (10700T 35W model) which was supplied with a 18.5V 3.5A hp 65 watt power brick.

 

From my research it looks as if this is the power supply for an older model, the correct one being 19.5V at 3.33A 65 watt. Can anyone confirm this it correct?

 

Also, the i7-10700 is only boosting on all cores to about 2.7 GHz. Could this be related to the incorrect power supply or would it make no difference.
