Yes, these plates cannot be removed simply by pulling them up, they need to be 'manhandled' a little (wiggled loose/twist & turn) in order to detach them from their metal contact attachment points to the case.
This is not a terribly elegant process. In my experience, sometimes it takes a little wrist-bending 'persuasion' with a pair of pliers to remove these plates.

Do you mean the removal of one or both PCIe slot covers?
First, you want to swing out the expansion slot cover brace (green arrow), and then use a pair of pliers to carefully 'wiggly' out/free the expansion slot cover plate(s) straight out (up):
Once removed, in this particular case, you cannot reinstall the expendable PCI cover plate(s).
