What is the best GPU that I can upgrade this system to?
RTX 4080will it fit?
Do i need to upgrade the power supply, and is there a compatible power supply, I have read HP power supply connectors are proprietary.

Based on the specs, your HP Victus 15L TG02-1051 (8V7F0AA) is fitted with the RenoR2 motherboard (SSID: 8B3B) with an i7-13700F and an RTX 4060 Ti and powered by a 500-watt power supply -please verify!
Truth be told, amongst 353 Userbenchmark users, the best graphics card that showed up is the RTX 4070. The reason being is that larger (triple fan) sized graphics cards will not physically fit in your case. Another reason is that the best power supply compatible with your PC is a 650-watt PSU with p/n: L57253-003 / L36049-003, which you will need, btw, to power a smaller-sized (dual fan) RTX 4070, such as this model: https://www.techpowerup.com/gpu-specs/asus-dual-rtx-4070-evo.b11811.
If you can find a smaller-sized (dual fan) RTX 4070 Ti such as this model, that would work too -but that would be the absolute max GPU upgrade you could consider for your PC.

Thank you so much. I am looking at Dual fan GPU’s and the power needed,
My option is to upgrade the power supply for $160 and buy a $500 GPU. There is only one that fits from HP and I am debating putting more money in this computer.
i purchased this computer new for MSFS and have been disappointed with it. The people at Microcenter said it would be great for what i needed it for and upgradable , but the 8gb GPU isn’t good enough. I would have had no problem spending more money on something that would work.
It’s not good that the case and power supply is proprietary.
Next option is to just build a much better computer for $1200, or

That said, you're right to carefully weigh your options before investing more.
So, here's a quick summary to help you decide:
Option 1 – Modest Upgrade Path:
If you install the HP 650-watt PSU (p/n: L57253-003 or L36049-003) and go with a dual-fan RTX 4070, you'll see a very noticeable uplift in MSFS performance -I'd say roughly 40–50% higher frame rates than the 4060 Ti. It'll still fit nicely without case mods, and thermals will stay manageable.
Option 2 – Full Custom Build (~$1200):
If you'd rather start afresh, you can absolutely build something that’s better optimized for Flight Simulator -larger case, standard PSU, better airflow, and full-size GPUs. With that budget, you could go for something like:
CPU: i5-14600K or Ryzen 7 7800X3D (both excellent for MSFS)
GPU: RTX 4070 Super
RAM: 32 GB DDR5-6000
Storage: 1–2 TB M.2 NVMe SSDs
This setup would blow away your current one and remain upgrade-friendly for many years (sorry, HP).
I'd say: if you enjoy tinkering and want a longer-term platform, go with the new build. If you just want smoother performance right now without the hassle of a full rebuild, the PSU + RTX 4070 route is still worthwhile -but it's the ceiling for your system.

Since i have these parts in this computer, the intel i5 CPU you suggested looks like the same specs as my i7.

Would this board be a good idea, then I just need a GPU, PSU, fans and a case? Still need to purchase Win OS

Look, I'm not going to obfuscate this or lie to you.
Here is my honest appraisal.
Given the balance of strengths vs. trade-offs (pricing for one), I think this is a very solid "value / mid-tier" Z790 board. It's not going to be a high-end overclocking monster by any stretch of the imagination, but for most users who just want a dependable board with modern connectivity and a decent platform, it is "good enough" -especially if budget or reusing DDR4 is a factor -which it is for you.

Ii tried the easy way and got the 650W power supply for my GPU that needed a 550W https://www.microcenter.com/product/696272/asrock-amd-radeon-rx-9060-xt-challenger-overclocked-dual-...
I still get 3 long and 3 short beeps, then it shuts down.
I am going to just upgrade, is there another board that you suggest, and is that GPU ok to keep?
I really only use this computer for MSFS and it worked ok, but wouldn’t run Oculus. This all started when I upgraded to MSFS 2024.

I'm afraid that the newest Nvidia RTX 50xx and the AMD RX 90xx graphics cards families are not compatible (yet) with your HP Victus 15L TG02-1051 (it's a BIOS thing, and HP is slow to provide BIOS/microcode upgrades sadly). That's why I recommended, as you may recall, the RTX 4070 or the RTX 4070 Ti -and certainly not an AMD card -but I digress.
For example, you won't find any RTX 50xx or RX 90xx cards amongst the HP Victus by HP 15L TG02-1xxx platforms here: UserBenchmark: HP Victus by HP 15L Gaming Desktop TG02-1xxx Compatible Components.
So, if you're stuck with an RX 9060 XT -unless you can unkeep it in favor, of, say an RTX 4070 (much better graphics performance for once), that card will run just fine with the 650-watt power supply.

The people at the store said that GPU would be perfect 😞, and it is better than Nvidia, you can’t trust them.
I can return the card, and the power supply, then maybe sell my HP for something.
Microcenter is local for me and I put together a combo with the 7600X3D, they didn’t have one with the 7800 that included the memory. i included the AMD RX9060 card, but can switch it out for an Nvidia for about the same price.
here is the link for the build. I am not stuck on Intel or AMD CPU, but people seem to say AMD is better for gaming.
