Can I use 4 x 10 TB HDD and 4 X 1TB SSD on the HP Z820 Workstaton? What is the maximum storage on the Z820? itcreations.com says 15 TB max, its true?

Your limits are going to be more physical then limits in the systems capabilities.
The 15TB specifications for the configurations sold at the time, 3tb was the max drive size they were selling and not the limits of the system. I've connected larger drives with no issues.
You will have a challenge in fitting 8 drives in the chassis but it can be done. There are only 7 drive bays total in the x820 so if you want more drives internally you might need to get creative or port the connectors outsize to an external chassis or do what i did....
I opted to replace the 2 drive bays in the front with a hot swap drive chassis that support 3 x 3.5 in drives (see the pic at the bottom) I'm not sure where I got mine, but I know kingwin makes similar bays. So, if you did something like that, and replace the cd rom bay with a hard drive bay, you could get 8 in the chassis.
As far as connections go for dirves, you have plenty:
2-channel SATA 6.0 Gb/s Interface (2 channels e-SATA configurable)
4-channel SATA 3.0 Gb/s Interface
8-channel 6Gb SAS interface (8 SAS connectors on the motherboard)
that's 14 drives before you have to add a card. you can connect sata drives to the SAS ports.
also of note is your power requirement, so mind the amount of power your needing and the size PSU you have in your z820
