A Ryzen 5600G is compatible with your MB's chipset and CPU socket. The MB specs for your PC can be reviewed at this Link.
I have a MSI B550 MB. I had to update the BIOS to gain Zen 3 (5000 series CPUs) support. You would probably need a HP BIOS update since the factory BIOS does not support 5000 series CPUs.
HP do not normally add additional CPU support to consumer MBs in BIOS updates. This Site has a recent BIOS update for the 8643 MB. The "Fixes" section only lists security updates.
The 4060 reference card is about 9.5 inches and requires a 300 watt power supply. The 4060 needs either one 6 pin or one 8 pin Power supply connection to power the card. The HP 400 watt PSU has one 6+2 pin power connector. The 300 watt HP power supply does not have this connector.
I can't determine what power supply you have using the MB ID. I think your case may work with the 4060 at 9.5 inches in length. But, you could have a case dimension problem with the Nvidia 12 pin PSU connector to the card.

Thanks for the info.
The 310 PSU does not have the supplemental PCIe power connectors required by the 4060.
You could look at an adapter cable available at Amazon if you have a couple of open SATA power connectors from the PSU.
Or you could upgrade the 310 watt PSU to a 400 watt part or 500 watt part at eBay.
