The add-on sockets use a PCI Express x1; however, we need a PCI Express x4 slot, is there a way we can replace the slots with a PCI Express x4 insert slot? If not can the motherboard be replaced with an x4 insert add-on slots?

There is no way to rework a motherboard and retrofit faster PCie slots. Here are the specs on the motherboard:
You could theoretically buy a more current uATX aka micro ATX motherboard. The power leads appear to be a standard 24-pin ATX and a 4 pin CPU power lead. So the power supply would drive most current motherboards. You would need a new CPU, heatsink, and memory at least.
The one I linked above needs a 6 pin PCIe power lead which you would have to supply with an adapter cable from one of the Molex power leads. Post back with any more questions.
