HP Pavilion Gaming Desktop PC TG01-1070m CTO
Microsoft Windows 10 (32-bit)

I'm looking into upgrading my hardware for my current tower. I want to see if I can run more RAM (Currently running dual 16GB for 32 GB of ram) and increase the graphics card from RTX 1660 to RTX 4070 at 8 or 12 gb.

Not sure if the current motherboard will handle this and what would be a good graphics card. Any suggestions would be helpful?

Yes, you can upgrade your RAM to 2x32GB.  Looking at the HP System Pavilion Gaming Desktop TG01-1xxx benchmark link, the best performing 2x32GB RAM for your platform happens to be 2x32GB of Crucial CT32G4DFD832A.M16FF, which will run up to 2933 MHz on Intel Core processors, and up to 3200 MHz on Ryzen processors.

Depending on what power supply you got in your PC, you can upgrade to a smaller-sized (dual fan) RTX 4070 powered by a single 8-pin PCIe power cable such as this model, but I would recommend a 650-watt power supply. The part number for a 650-watt power supply is: L57253-003 / L36049-003, which is what I installed in my HP Pavilion TP01-3003w upgrade project.
