Welcome to our HP User Forum!
Given my experience with similar desktops, it seems very plausible to me that your motherboard is defective.
Not to worry, you can purchase a replacement HP EliteDesk 800 G1 SFF motherboard via eBay-Germany for about 20 of your hard-earned Euro's: HP EliteDesk 800 G1 SFF Intel LGA1150 Motherboard DDR3 737728-001 | eBay.
At least, from one User to another, that is what I would consider.

Your HP EliteDesk 800 G1 SFF can be fitted with up to 4 x 8GB of DDR3 PC3-12800, 1600 MHz, Non-ECC, Unbuffered, DIMM (UDIMM), 240-pin RAM sticks.
Honestly, you likely only really need 2 x 8GB RAM sticks. Meaning, even if only two of the four RAM slots on your motherboard are operable, you should be fine. For best RAM performance, you should only install identical RAM -same brand, model, and capacity. So, rather than fitting one 8GB and one 4GB RAM stick, mirror the 8GB RAM you have with an identical 8GB RAM stick -or at least any 8GB RAM stick. This shouldn't be very expensive at all. For example, this eBay-Germany link sells a compatible 8GB RAM stick for just 12,50 Euros. Shouldn't break the bank: Memory RAM DDR3 1600 MHz PC3-12800 240-pin 1GB 2GB 4GB 8GB 16GB | eBay.
I don't think any driver or software has anything to do with your RAM issues. Either RAM is defective, or your motherboard's RAM slot(s).

Each motherboard should have its own unique embedded Windows key. In other words, the Windows product key is directly linked to each individual motherboard. Meaning, once you swapped your motherboard and install Windows, you should have no issues.
However, moving your Windows digital license to a replacement motherboard is explained in this link, try it just in case: Reactivating Windows after a hardware change - Microsoft Support.
Hope this was helpful.
