So I bought a hp pavilion p7-1154 on eBay and I want to do some upgrades to it like the ram and the cpu. I already have an ssd for this thing. So what’s the best cpu and ram I can put in this pc?

Yes, an AMD Athlon II X4 638 (4-Cores, 4-Threads, 2.70 GHz, 65-watt TDP) will likely* work in your HP Pavilion p7-1154:

* Meaning, I am more than 73.9% certain it will work. 😊 -Btw, I noticed that you could purchase an AMD Athlon II X4 638 for less than $9 via eBay, so it would be worth a (small) risk.

 

Mind you, this processor does not have integrated graphics, you will need a separate graphics card.

Your HP Pavilion p7-1154 Desktop PC (QP773AAR) as fitted with the Hibiscus AMD Hudson-D3 motherboard. This is a thirteen-year-old entry-level desktop, likely fitted with the A6-Series APU A6-3600 (2.10GHz) processor.


Your desktop can be fitted with up to 4 x 4GB of DDR3 PC3-12800, 1600 MHz, Non-ECC, Unbuffered, DIMM (UDIMM), 240-pin RAM sticks.  You can purchase this RAM (very) affordably here: 【DDR3 RAM】 Gigastone Desktop RAM 16GB (4x4GB) DDR3 16GB DDR3-1600MHz PC3-12800 CL11 1.5V UDIMM 240 P.... Having identical RAM (same brand, model and capacity) will help your RAM performance.  The RAM will down throttle to 1333 MHz as per specs.

 

[EDIT:] Come to think of it, you could go for 4 x 4GB of DDR3 PC3-10600, 1333 MHz, Non-ECC, Unbuffered, DIMM (UDIMM), 240-pin dual-rank RAM sticks, and even save a couple of bucks: Rasalas 16GB Kit (4x4GB) DDR3 1333MHz PC3-10600 PC3-10600U Non ECC Unbuffered 1.5V CL9 2RX8 Dual Ran....

What I couldn't find out if HP imposed a 65-watt processor TDP limit on your desktop. I would think not but can't be sure.  Reason I added this comment is that the next best processor for your desktop -with a 65-watt TDP, would be an AMD A8-3820 (4-Cores, 4-Threads, 2.50 GHz up to 2.80 GHz, 65-watt TDP).  You can buy this CPU affordably via a trusted eBay Seller, such as this purchase example: https://www.ebay.com/itm/386803295888?itmmeta=01HQK1D9XSBGEZB7NFF99N19BP&hash=item5a0f45e690%3Ag%3Az....
