Hello,
I recently purchased 4x8 32GB DDR3L 1600mhz RAM for my PC. Every time I add all 4 ram sticks into all 4 slots, the PC beeps five times and is totally useless. Is there anything I can do? It seems like I can only add 2 sticks to the two slots farthest away from the CPU.

That is not a mainstream brand of memory, but the specifications are correct for compatibility.
Personally I would have used a guaranteed compatible brand like Crucial.
There is a possibility that one of the modules is bad.
I would try resetting the BIOS.
There should be more than just 5 LED blinks. See the document at the hyperlink below
