I am trying to connect a salvaged HP DVD Rewriter to a computer using the SATA to USB connection. The drive flashes green but is not recognized by the computer.

If the adapter being used also has a power connection for the DVD drive, then that should work.  It needs to supply the power as well with an external power supply.  here is an example

You will need the type with an external power supply to power the DVD drive or use an external enclosure if this is a more permanent use.
