My build is a little more custom, it's got 32 GB of DDR4 and a GTX 1650 GPU, which is not under the list recommended by HP for this PC. Hence, I want to raise the fan speeds of the PC, it has a case fan and the CPU fan which I would like to be able to configure. The BIOS only shows the current RPMs of these fans with no option to configure their speed. Is anyone familiar with this? I have had a few HP products in my lifetime and I found it strange how a lot of them cannot have their fan speed adjusted.

You can use MSI afterburner to control the fan on the 1650
The only HP CPU fan control i know of is the Omen series which use the Omen Game Hub.
You might look at this youtube video and ask the author if the CPU fan or case fan needs to be upgraded.
