Unfortunately, you cannot activate XMP in your BIOS, because this function does not exist in your desktop.
According to HP's specs, the best processor is supposed to be an i7-10700 or i7-10700F, both with a 65-watt TDP. Stands to reason that if you wanted to, an i9-10900 (TDP: 65 watt) would also be compatible.
However, your Baker motherboard (SSID: 8767) apparently can also handle 95-watt processors, such as an i7-10700K as this User showed: HP Pavilion Gaming Desktop TG01-1xxx Performance Results - UserBenchmark, and if the aforementioned processor is compatible, so would the i9-10900K / i9-10900KF if you were willing to spend the money on it.
But I digress.
