How do I obtain the Administrator privileges to my own desktop  so I can Run as Administrator  and perform HPHWDiag?

If the account is not an Administrator account, it can be changed into one, see here

You might still need to run particular programs as administrator by right clicking on the program and select "Run as Administrator"
