How do I properly overclock the ram if I even can?

So I have ddr4 ram 3200mhz

For a while now my ram has been set to 2133mhz even though I know that the i7 10700f processor can go up to 2900mhz

I went into bios and set my ram frequency to 3200mhz and then saved the changes, and then my pc would reboot and shut down, beep, and then startup, however the ram speeds were set back to its default settings. 

I tried again but this time I set the frequency to 2900mhz, and it only did the same thing as before. 

Any idea what I am doing wrong?

That is weird because in my bios I am able to toggle between xmp profiles and even create my own, is that what you meant you could not do by "manually adjust xmp"?

Yes, that is what I meant.  My HP EliteDesk 800 G3 SFF BIOS profile most likely looks a little different than yours, but unless you have an actual BIOS option to enable XMP (Extreme Memory Profile), RAM memory may not run at the top speed it was designed to run at.  And that is the case with my rig: no XMP option in BIOS, and thus, other users' and my experience is that greater than 2133 MHz speed RAM defaults to 2133 MHz.

Just out of morbid curiosity, but are you running with the latest BIOS version for your system?

Yes I do have the latest bios update, however I managed to actually overclock my ram! 

When choosing the ram frequency I realized it doubles it, so if I choose 1333mhz, in reality i'm choosing 2,666mhz 

Since I have an I7 10700f processor, I cannot choose any higher frequency or my pc will just not boot up properly, so I cannot use the full power of my 3000mhz ram, but 2,666mhz is still somewhat better than 2,133mhz

All right! That is great news! -Unfortunately, my EliteDesk 800 G3 SFF BIOS does not provide this option.

My desktop does not recognize the 2.0 XMP format, and it appears to switch over to the regular JEDEC speed at 2133 MHz it does recognize.
