My CPU is ntel(R) Core(TM) i3-8130U CPU @ 2.20GHz. The requirement to pass PC Technical check is 71061] INTEL CORE I SERIES (I3-9000, I5-7000, I7-5000, I9) OR BETTER, PENTIUM G5400/N6400 OR BETTER, XEON E CLASS OR BETTER, CELERON J4000/N4000 / AMD RYZEN 3 OR BETTER, ATHLON 3000, SILVER, GOLD OR BETTER.
What does this mean?

Welcome to our HP community forum!
The message likely means that your processor, an Intel dual-core i3-8130U, doesn't meet the minimum processing requirement for a particular software or graphics (gaming) package. An i3-8130U is sufficient for day-to-day light-load usage, such as streaming videos or web browsing, but has only a limited potential for a professional workload.
Since this processor is likely an integral part of your laptop's motherboard, you cannot upgrade it.
Hope this was helpful.
Kind Regards,
