Welcome to our HP User Forum!
Your HP Pavilion TG01-0107m Gaming Desktop can indeed handle 3200 MHz RAM speed (up to 2 x 16GB = 32GB) but is unfortunately rather picky when it comes to WHAT RAM can actually reach that speed. Unless you can change speed in BIOS (XMP settings), you may end up like what you experienced, I'm afraid.
RAM sticks that are certified and documented at UserBenchMark [dot] com to run at 3200 MHz:
1.) Crucial RAM 16GB DDR4 3200MHz CL22 (or 2933MHz or 2666MHz) Desktop Memory (p/n: CT16G4DFD832A)
2.) Corsair Vengeance LPX 16GB (2x8GB) DDR4 DRAM 3200MHz C16 Desktop Memory Kit - Black (p/n: CMK16GX4M2B3200C16)
3.) Crucial Ballistix 3200 MHz DDR4 DRAM Desktop Gaming Memory 8GB CL16 (p/n: BL8G32C16U4W)
4.) Crucial Ballistix RGB 16GB DDR4-3200 Desktop Gaming Memory (p/n: BL16G32C16U4RL)
5.) PNY XLR8 16GB Kit 2x8GB DDR4-3200 PC4-25600 CL16 Desktop Memory Module (p/n: 8GBF1X08QFHH38-135-K-HXR)
There may be other RAM capable to run at 3200 MHz, but the aforementioned RAM appears to be the most used.
You should avoid mixing RAM sticks, even if they are from the same brand.

Hope this helps.
