I have a HP Pro 3130MT sitting here and I am unable to access the BIOS due to it having a password. Even though when I collected it today it did not have a CMOS battery and the password was still there. There is a jumper right by the CMOS battery that says RECOVERY. I have moved that one and I have not been successful. At the bottom of the motherboard there are two jumpers, JFP1 JPD1 and JBAT1. I've tried all of them with no success. I've never had this problem before.
Please help.

Hi:
Below is the link to the motherboard specs page for your PC.
https://h22207.www2.hp.com/us-en/document/c02014355
See if the info under the Clearing the Password Settings is of help to you.
It doesn't seem to make sense to me how the instructions are written.
Follow them by all means first, but if you follow them, and they don't work...
After step 3, instead of waiting the 10 seconds and moving the jumper back as set forth in step 4, plug in and turn on the PC and see if the BIOS password is cleared.
If so, shut down and unplug the PC, and then move the jumper back to its original position.
