I want to install a new printer but can't open cd rom on front panel

I would have to say based on what you posted that your PC is one of the many nowadays that has no CD drive.

 

If you see a bezel with no eject button, that is just a filler for the optional DVD drive that is missing.

 

The easy way to tell if your PC came with a CD/DVD drive would be to look in Windows, this PC and you should see your PC's drive most likely labeled as drive C and a DVD drive labeled as drive D.

If the front CD tray won’t open, try pressing the button for a few seconds and listen for movement. If nothing happens, open “My Computer/This PC,” right-click the CD/DVD drive, and choose Eject — sometimes that works as it was worked for me.

If it’s stuck mechanically, you can use the small pinhole on the drive face, insert a paperclip gently to release it.
Or skip the CD entirely and download the printer drivers from the manufacturer’s website — it’s usually faster and more up to date.
