I read my HP P590-0089 PID specs and the CPU is a Ryzen 5 2400G that has a max boost of 4.1 but is set at 3.2Ghz. I am checking how to overlock the CPU on a HP computer. Never done this before or know if there is a program I need to do this.

Yours is not a gaming PC and HP does not provide software that will enable you to overclock it.
Only top tier HP gaming PCs have the ability to overclock and even that is limited.
If you want to overclock, then build yourself an enthusiast level PC with the capability and the components (water cooling) to withstand the stress on the memory and processor.
There are Overclocking forums that may be able to help yo achieve what you are looking for.
The downside of your factory produced desktop PC for over or underclocking is that there are no options to modify the primary or secondary memory timings or the bus or DIMM voltages in the motherboard's BIOS.
