Your Victus by HP 15L Gaming Desktop TG02-0032 PC (575N7AA) as per: https://support.hp.com/us-en/document/c08306459, is fitted with a Reno2 motherboard (SSID: 89B5) and can be upgraded with up to 2 x 32GB of DDR4 PC4-25600, 3200 MHz, Non-ECC, Unbuffered, DIMM (UDIMM), 288-pin RAM modules.
Unfortunately, there is no (known) way to OC your RAM. Take a look at the very best "HP System Victus by HP 15L Gaming Desktop TG02-0xxx" Users, and you'll see that the fastest any RAM will run on this system is 3200 MHz: https://www.userbenchmark.com/System/HP-Victus-by-HP-15L-Gaming-Desktop-TG02-0xxx/263041.

I didn't establish the 'rules' or the 'rulebook', so to speak. Fact remains that your PC does not allow RAM overclocking. Also, the fastest any RAM will run in your PC is 3200 MHz. Therefore, either buy 3200 MHz RAM, or faster, but it will down throttle to 3200 MHz.
