I am helping a friend. I am replacing HDD with SSD. So i replaced the hdd with ssd and attempted to boot the HP Pavilion from usb drive where I inserted a windows pro boot disk so I could install win 10 on the ssd. unfortunately I have been unable to boot from USB. What do I have to do to be able to boot from a usb drive? So I installed win 7 from a cd, but unfortunately, win 7 internet explorer cannot connect to the internet so I can upgrade to windows 10.
so the question is, which of these problems can be solved? Where to from here?

The USB boot needs to be configured for MBR to boot in older system.

Run rufus (4.0 is latest) and open the ISO for windows 10 and select the MBR option
If the original license was for windows 7 home be sure to use the home version of 10 and not the pro.
Once 10 starts up use the windows 7 key to activate.

Alternately, if the HDD is still working, clone the HDD to the SDD using any free cloning software. Run scandisk on the HDD to fix any problems before doing the clone.
