I upgraded my RAM to Corsair cmw32gx4m2z3600c18 and I know my motherboard doesn't support more than 3200MHz but the memory speed is only 2667Mhz. There are no settings in the BIOS to adjust the memory speed, so how can I adjust the speed?

The reason being is that the Corsair RAM is getting stuck at its "SPD" or default RAM speed: 2667 MHz: VENGEANCE® RGB PRO 32GB (2 x 16GB) DDR4 DRAM 3600MHz C18 AMD Ryzen Memory Kit — Black (corsair.com):
Your Victus By HP 15L Gaming Desktop PC TG02-0000i (491A7AV) as fitted with a Reno2 motherboard (SSID: 89B5) can be fitted with outstanding RAM options, as you can see here.
Point is, HP computers are finnicky when it comes to RAM and/or achieving max RAM speed and performance. I'm afraid that Corsair RAM is one of the least manageable RAM choices for HP (gaming) desktops.
Look, to make a long story short: not all RAM is created equal in the HP universe. I would (strongly) recommend returning the fancy Corsair Vengeance RAM and replacing it with one of these RAM options which will provide you with the best RAM performance and at 3200 MHz:
