I want to increase the RAM on my new PC from 16GB to at least 64GB, possibly 128GB. I can't find any instructions on the HP website, so I need to know if it's as simple as adding and/or replacing the RAM cards or something more involved. The PC currently has two 8GB Kingston FURY Beast RGB 5600MT/s CL40 DDR5 XMP DIMM cards. I'll use the same RAM for the upgrade, unless there are better options. Please help!

Yes, your OMEN by HP 40L Gaming Desktop PC GT21-2000i can be fitted with 4 x 32GB of DDR5 PC5-44800, 5600 MHz, Non-ECC, UDIMM, 288-pin RAM modules.

That didn't answer my question. I need the procedure(s) for replacing the RAM cards. For example, if I decide to keep my 2 ea 8gb cards and add 1 ea 16gb card and 1 ea 32 gb card, do I insert the additional cards into the 2 available DIMM slots - or - must I rearrange the cards based on their capacity? Do I need to make any changes to the BIOS?, ect. Please advise.

Well, I stand corrected.
Let me do a better job in this response, then.
There is no strict procedural RAM placement, other than that it is preferable to use identical RAM (same brand, model and capacity) for best RAM performance. If you nevertheless choose to mix and dice different RAM, it does not matter how you install it. However, if you got, say: 2 x 8GB and 2 x 16GB RAM sticks, some people claim to do this: 16 + 8 + 16 + 8 (RAM slots 1 through 4). I am not convinced, but there you go.

Option A: You could add two identical 8GB RAM modules.
Option B: see my previous post -or 4 x 16GB RAM modules.
