And according to the HP manual and: https://www.intel.com/content/www/us/en/products/sku/133284/intel-h370-chipset/compatible.html, your PC is compatible with 8th and 9th gen Intel processors, the i7-9700 likely the fastest compatible CPU for your desktop.
So no, among other reasons, the H370 chipset is setting the limit what is compatible, 10th and higher gen processors are out of reach on this platform.
