Two things can be in play here.

1) depending on the model number of the PC, it might not recognize the keyboard before it finishes the boot-up

2) depending on the keyboard and how it is connected, it might not get the drivers installed until the it finishes boot-up

Since the message reads press F1 or F2, it would seem that is during boot-up.

Please post the PC model number and the keyboard type, maybe the model number, too.

It might be helpful if some explanation is given as to why this message is appearing.(usually that message is reporting an error or some sort of message.)

thanks for the solutions but unfortunately it's a dell version and keyboards aren't working to only this machine.  And this chip's temperature is abnormal and its center seems to burn 🔥 can this this be the issue?

The keyboard may need something loaded by Windows first before the BIOS setup can recognize it.  What type - USB, or  PS/2?

I suggest trying a different keyboard.

Assuming this PC was working at some time, is the keyboard in question the one that came with it?

That should have a heatsink cooler mounted to it, if it getting that hot.  That seems to be the Chipset  "Intel® 960 Series Chipsets"
