As the title suggest im trying to find the max voltage the board can supply. Im getting low clock speeds and im trying to troubleshoot if its because of temps or hardware problem.

Welcome to the HP Forum.

 

Unfortunately, HP do not provide this type of MB info.

 

Your MB's specs are Here. The Oasis is a Z590H MB (I have no idea what the "H" is). Upgrade options are limited to 65 watt TDP CPUs. This would suggest limited power delivery to the CPU socket.

 

You can check various component power usage (Volts, Watts, and Amps) using HWiNFO portable available Here. You can also check CPU performance and various component temps with HWiNFO.

 

Run Cinebench R23 and HWiNFO at the same time to see what's happening.
